创始人 OK Lim 因涉嫌参与兴隆贸易违法活动而受检察官盘问
检方指控林先生撒谎并淡化其参与该公司交易的情况；林先生被控犯下欺诈和伪造文书罪，涉案金额达 1.117 亿美元（1.487 亿新元）。
据《商业时报》报道 ，检方于周一（11 月 20 日）在新加坡国家法院盘问兴隆贸易（私人）有限公司（Hin Leong Trading）创始人林恩强（Lim Oon Kuin， 或OK Lim）先生，因他被控涉嫌欺诈和伪造文书，所涉及款项达 1.117 亿美元（1.487 亿新元）。
检察官指控他撒谎并淡化自己参与公司交易的情况。
在盘问过程中，副检察官(DPP) Christopher Ong 质疑林先生是否参与了公司的日常运营，直至他于 2020 年 4 月辞去执行董事职务。
当被问及是否由他批准兴隆交易员进行交易时，林先生表示，交易员只会“形式上”通知他。
“如果这笔交易是有利可图的，且他们将为公司赚钱，那么，他们当然可以做（交易）。 他们只是正式通知我他们已经完成了交易。”《商业时报》援引林先生的陈述。
6月，兴隆贸易总经理Wong See Meng在法庭作证时表示，他有意进行的任何交易都会寻求林先生或林氏家族成员的批准或原则上批准。他补充道，涉及柴油和航空燃料的交易当时都需要林先生的批准。
当副检察官Christopher Ong 询问Wong See Meng是否曾向林先生询问是否应继续进行完成出售的交易时，林先生不同意。
林先生说：“他担任如此高级的职位。 如果他需要问过我才可以继续（交易），那么，雇用他还有什么意义呢？”
副检察官 Christopher Ong 随后表示，林先生称自己没有对兴隆的交易予以批准时是在撒谎；但，林先生不同意。
当被问及兴隆银行与汇丰银行等多家银行的贴现便利时，林先生否认自己了解“贴现”一词的含义。
副检察官Christopher Ong 问林先生是否知道兴隆与汇丰银行之间的融资便利，即兴隆可以出示其石油销售发票，而银行则将在买方付款到期之前向该公司付款。
林说这些事情都是“账目问题”，他从来没有参与过与账目相关的问题。
“我告诉你，你声称直到 2020 年 4 月 12 日之前都不知道‘贴现’（discounting）意味着什么，这完全令人难以置信。” 副检察官司Christopher Ong表示，但林先生不同意。

“我认为，你在声称何时以及如何发现向汇丰银行提出的两份票据贴现申请时撒了谎。”副检察官Christopher Ong继续说道，但林先生仍不同意。
副检察官 Christopher Ong随后表示，林先生“捏造”证据，以证明他的前私人助理 Serene Seng（在兴隆的最后职位为公司事务经理）在兴隆现金流较低时找上他以进行更多的交易。
“我告诉你，当兴隆出现现金不足的情况时，你试图假装你没有参与处理这些情况。”副检察官Christopher Ong表示，但林不同意。
今年 4 月，新加坡国家法院听取了 Seng 女士在新加坡商业事务局(CAD) 调查期间承认撒谎的证词，她承认当时自己称无法回忆起与林先生所面对刑事指控相关的交易事件，其实是在撒谎。
这位 61 岁的女士在兴隆贸易工作了近 30 年，最后的职位为公司事务经理；在该案件中，她出庭指控前老板林先生（OK Lim）。
在审判进行期间，针对林先生的 100 多项其他指控已被搁置。
检方在这位81岁老人接受审判的过程里对其总共130项指控中的三项进行了审理，包括：两项欺骗汇丰银行的罪名，以及一项教唆兴隆贸易公司的一名合同高管伪造合同以制造虚假记录的罪名。
相关 130 项指控涉及欺诈罪、教唆伪造有价证券罪和教唆伪造文书罪。
这三项指控与汇丰银行此前指控林先生伪造文件以获得银行信贷有关。10 月，汇丰银行对林氏家族和一名兴隆员工提起法律诉讼，要求收回其向兴隆发放的 1.117 亿美元款项中的 8530 万美元。
汇丰银行在其提交的文件中称，兴隆贸易公司签发了以5600万美元的价格出售货物给中国航空油料公司(CAO)和以5570万美元的价格出售货物给联合石化新加坡（Unipec Singapore）的伪造发票，并“欺诈性地”地骗取了1.117亿美元款项。

新加坡：Heng Tong Fuels & Shipping债权人会议推迟至10月22日举行
新加坡燃料船船东Heng Tong Fuels & Shipping和Coastal Logistics的董事于8月提交了法定声明，称两家公司因负债而无法继续经营。
根据新加坡燃料船船东 Heng Tong Fuels & Shipping Pte Ltd (HTFS) 清盘人周二 (4 月 10 日) 在新加坡政府宪报上发布的通知，该公司的第一次线上债权人会议已延期至 2025 年 10 月 22 日下午 2 点举行。
原本，该会议定于 9 月 18 日举行，并最初曾延期至 9 月 24 日。
而另一份通知则表示，Coastal Logistics Pte Ltd 的第一次线上债权人会议也将延期至 10 月 22 日下午 3 点 30 分举行。
该通知补充道：“如果您认为自己是公司的债权人，请发送电子邮件至 neil.hoad-vrolijk@quantuma.com 或 evy.teo@quantuma.com。”
同时，该通知是由共同及各别临时清盘人 Luke Anthony Furler 签署。
据报道，这两家公司都与陷入业务困境的新加坡船用燃料供应商 Coastal Oil (Singapore) Pte Ltd 有关联。
《满航》（Manifold Times） 此前曾报道，HTFS 的一名董事向破产管理署提交了一份法定声明 (Statutory Declaration，简称SD)，声称公司因负债而无法继续经营。
在 8 月 26 日提交的 SD 中，董事 Nicholas James Gronow 表示，公司及其债权人会议已被召集于 2025 年 9 月 18 日举行，即 SD 日期后的一个月内。
而在同一天，Gronow 也为 Coastal Logistics Pte Ltd 提交了一份 SD，声明该公司因负债而无法继续经营。
此前，在2019 年，两家公司旗下多艘船舶已被纳入新加坡的买卖 (S&P) 市场。
而更早前，《满航》（Manifold Times ）曾报道，HTFS 的法定代表人曾与金融机构——星展银行有限公司（DBS Bank Limited）会面，讨论于 2012 年 4 月 12 日达成的一项贷款协议。
根据该贷款协议，HTFS 共计借款 1040 万美元，用于广州航通船业有限公司（Guangzhou Hangtong Shipbuilding and Shipping Co Ltd）建造的 4999 载重吨燃料船——“Coastal Neptune”轮和“Coastal Jupiter”轮。
对此，该银行要求公司担保人 Coastal Oil Holdings Pte Ltd 和 Coastal Holdings Limited 以及个人担保人 Tan Sing Hwa 和 Yeung Wing Sing 支付 360 万美元（准确数字：3,592,731.94 美元），且不包括利息和其他管理费用。
之后，公司和个人担保人于 2018 年 6 月 4 日与星展银行达成协议，将支付 HTFS 两艘燃料船的剩余债务款项。
然而，在 Coastal Oil Holdings Pte Ltd 的子公司 Coastal Oil Singapore Pte Ltd 于 2018 年 12 月 13 日被临时清盘后，该银行尚未收到公司和个人担保人的任何付款。

马来西亚海事执法局 (Malaysian Maritime Enforcement Agency，简称MMEA) 于周日 (10 月 12 日) 扣押了一艘外国货船，原因是该船于 10 月 11 日未经许可在马六甲州 Undan 岛西南海域停泊。
MMEA 马六甲州和森美兰州局长 Salehuddin Zakaria 上尉表示，该船是在该岛西南约 3.9 海里处因表现可疑而被拦截。
他指出：“在收到情报后，一艘目前正在执行 Ops Murni 行动的 MMEA 巡逻艇被部署到该地点采取进一步行动。”
此外，调查发现，该货船涉嫌未报告其抵达情况，且未根据 1952 年《商船条例》条款向MMEA局长寻求停泊许可。
同时，该船是于晚上 10 点 10 分左右被扣押 ，在该船上有 9 名中国人和 2 名印度国民。
目前，两名船员已被带到马六甲州和森美兰州海事办公室，移交给调查人员采取进一步行动。

新加坡警察部队周六（10 月 11 日）表示，有八名男子因涉嫌参与非法船用轻柴油 (MGO) 交易而被逮捕并面临指控。
在10 月 10 日，警察海岸警卫队 (PCG) 官员在 Tuas 海域对一艘新加坡注册拖轮进行例行检查，并发现数名船员涉嫌参与非法船用轻柴油交易。根据这一信息，PCG 官员随后在附近找到并拦截了一艘外国注册拖轮。
初步调查显示，这艘新加坡注册拖轮的船员涉嫌在公司不知情的情况下，将价值约 6,917 新加坡元的 MGO 卖给了外国注册拖轮的船员，并从而侵吞了这些 MGO的利益。因此，该外国注册拖轮成了案件的扣押物。
由于涉嫌参与非法交易MGO，新加坡海岸警卫队官员已逮捕了三名新加坡注册拖轮船员和五名外国注册拖轮船员。此外，海关也在新加坡注册拖轮的船员身上搜出了总共92支漏税香烟。这92支漏税香烟已被扣押并移交给新加坡海关。
目前，新加坡注册拖轮的三名船员在法庭上被控犯有雇员刑事背信罪，而外国注册拖轮的五名船员则在法庭上被控于10月11日不诚实地接受赃物。
如果根据1871年《刑法典》第408(1)条被判犯有雇员刑事背信罪，他们将被处以最高15年监禁，并处以罚款。而如果根据1871年《刑法典》第411(1)条被判不诚实收受赃物罪，则将被处以最高五年监禁、罚款或两者并处。
新加坡警察部队补充道：“警方严肃对待新加坡水域内的非法MGO交易。当局将继续进行执法和安全检查，以防止、阻止和侦查新加坡水域内的此类非法活动。”
